source : http://www.theage.com.au/AN AUSTRALIAN man who has committed suicide in Indonesia is suspected to have been part of a pedophile ring linked to a language school established and supervised by the Australian Government.

Don Hancock died on Tuesday in Surabaya, where he was director of studies of the Indonesia Australia Language Foundation. He was found in a hotel room along with a quantity of pills. His door was locked from the inside.

Another employee of the foundation, Peter Smith, was arrested in Jakarta this month for allegedly molesting up to 50 boys and producing child pornography.

The affair looms as a diplomatic embarrassment. Australian officials were trying to distance themselves from the foundation yesterday.

The Indonesian police are widening their investigation into the alleged pedophile ring. Australian police are also believed to be examining the allegations.

The foundation’s board, which includes two senior Australian public servants, has demanded chief executive Geoffrey Crewes ensure more thorough background checks are made on employees. Mr Crewes flew to Surabaya yesterday, where he refused to answer questions.

Investigators believe Smith was part of a pedophile ring involving several foreigners abusing young Indonesians and distributing child porn. Smith, formerly known as Ellis Eyre, was convicted in 1994 for molesting Aboriginal pupils at the Northern Territory school where he taught.

After his release, Eyre changed his name, was issued with a new passport and moved to Indonesia. A Foreign Affairs spokesman said the passport was issued because police had not alerted the department to the original offence.

Some of Smith’s victims said a second Australian man called “Don” had also abused them. Initially police believed they were referring to Donald Storen, who was arrested on child molestation charges in Lombok last month.

However, Indonesian police now suspect that “Don” lived in Surabaya and was Mr Hancock.

Smith was an English language teacher for the foundation and had worked in Surabaya as well as Jakarta.

Sources said Mr Hancock, 55, from Sydney, had not died of natural causes. He had not been interviewed by police before his death.

Indonesian police last night said they had received a fax from Mr Hancock’s family granting permission for an autopsy to determine the cause of death. They also said they were examining Mr Hancock’s phone records for contacts with Mr Smith.

The charity group that took several street children to police with complaints about Smith said they were told five foreigners were part of the network.

Southeast Asia Tracks Down Foreign Pedophiles

BANGKOK, Thailand – In an Internet exchange intercepted by Cambodian police, two teachers – apparently foreigners – discuss how easy it is to pick up mostly homeless boys between 10 and 14 years old and bring them to their apartments for sex.

“I am having a wonderful time with them sexually. Some of them are very interesting. There is never a dull moment,” one of the teachers wrote, according to a transcript published in 2004 by Beyond Borders, a Canadian organization combatting sexual abuse of children. “Last night, four boys spent the night and I like all four of them.”

A high-profile manhunt in Thailand this week for a suspected pedophile highlights how Southeast Asia has become a magnet for pedophiles. Some commit their crimes with relative impunity, walking hand-in-hand with underage girls in Bangkok or with boys in a resort hotel on the Indonesian island of Bali. Some work as English teachers, giving them access to students.

Across the region, hundreds of thousands of children are believed to work in the sex trade, mostly in Cambodia, Indonesia, Thailand, Vietnam and the Philippines.

“Everything here makes the crime easy,” said Rosalind Prober, president of Beyond Borders, who is visiting Bangkok.

“This can be an open crime in Thailand when Western men are obviously in front of people carrying on in this way,” she said. “It becomes normalized so they don’t think they are doing anything wrong.”

The target of the manhunt is Christopher Paul Neil, a 32-year-old Canadian teacher who suddenly left South Korea on a one-way ticket for Thailand last week as investigators closed in on his identity. He was photographed as part of standard immigration procedures when he arrived at Bangkok’s international airport. He remains at large, presumably somewhere in Thailand.

The immigration photo, released by Interpol, shows a man with a cleanly shaved head and eyeglasses dressed in a white button-down shirt. Authorities believe it is the same man whose digitally blurred image appeared in about 200 Internet photos that showed him sexually abusing Vietnamese and Cambodian boys as young as 6.

On Thursday, Thai police said they would issue an arrest warrant for Neil after two boys came forward to say that Neil had paid them to perform oral sex on them in 2003, when they were 13 and 14. Neil taught at a Christian school in the outskirts of Bangkok from August 2003 to January 2004.

Some pedophiles use secretive rings in cyberspace to find their victims. The networks offer tips on the best places to meet children or arrange sexual rendezvous in luxury condos or on private yachts.

To get access to such networks and earn credibility among their fellow pedophiles, individuals often must provide evidence of sex acts they have committed with children – as Neil appears to have done by putting the sexually explicit photos of himself with young boys on the Internet.

Others turn to jobs like teaching or tutoring that gives them ready access to youngsters. Teaching English is especially popular because jobs are easy to get and the position carries with it a level of authority that makes it difficult for the children and even their parents to question abuses.

“The children are sitting ducks. This is their teacher. This is someone you trust and tells you what to do,” Prober said. “You very quickly get trapped. There is such a level of control and power by a teacher. It’s multiplied when it comes to a foreign teacher.”

Poverty contributes to the problem. Many of the victims are the poorest children, including beggars, street children and the homeless.

“It’s all a manifestation of poverty that creates the vulnerabilities,” said Richard Bridle, UNICEF’s deputy regional director for East Asia and the Pacific.

Pedophiles also take advantage of Asian legal systems where cash bribes can lead to charges being dropped or victim’s relatives and other witnesses suddenly changing their stories.

Asian governments have begun to address the problem, enacting tough laws and moving to convict pedophiles in Cambodia, Thailand and Indonesia. Thailand, for example, has toughened its screening process for teachers since the high profile case of John Mark Karr last year.

Karr, who had worked as an English teacher in Bangkok and South Korea, made headlines when he claimed to have killed 6-year-old JonBenet Ramsey, a long unsolved murder in the United States. He was arrested in Bangkok and flown back to the United States, only to be freed when DNA tests failed to place him at the crime scene.

“It is very good now that we have the police help us screen teachers to make sure there is no previous (criminal) record,” said Poramit Srikureja, an assistant chairman of the Christian school in Bangkok where Neil taught. “It is a lot more difficult now to get teachers.”

The Neil case, experts said, shows that law enforcement agencies are better coordinating their activities and giving priority to pedophilia cases.

“We are beginning to see a trend going toward better laws, better policing and more awareness within the public that this isn’t acceptable,” Bridle said. “I see this particular case as a great cause of optimism and great cause for redoubling efforts to both catch these people committing these crimes but also looking at vulnerabilities that underlie why children become victims.”

Pedophile Sheik in Indonesia gets approval from the Vice Chairman of Parliament to marry children

A rich 43 year-old “Sheik” in Bedono, a small village in the city of Semarang, Indonesia recently marry a 12 year-old girl illegally or nikah siri, and planned to marry 2 other girls aged 9 and 7, has won approval from Hilman Rosyad Syihab, the Vice Chairman of the Parliament  

The arranged marriage by the parents of the 12 year old girl and the Sheik, a self confessed pedophile who go by the name of Pujiono Cahyo Widianto or usually called Sheik Puji, has caused an uproar in the poor and heavily populated nation. 

In a recent interview by the media, the Sheik confessed to have a passion for young girls. The Sheik who already have a 26 year-old wife, claimed that he never pressured the family or the girl to marry him, and that the 12 year-old actually love him.

The 12 year-old girl come from a very poor family, which present an opportunity for the Sheik to marry the girl, because being married to the rich “Sheik” would lift the economic status of the girl’s family. 

In a country like Indonesia, the people’s representatives are busy trying to enact a pornography law that is so harsh, that it will prohibit women from wearing a certain clothing and repress freedom of expression, to score some political points with the hard-lined muslims.

 Meanwhile, an obvious case of children sexual exploitation like this usually go without interference from the lawmaker. Even if there is a children protection law, it is rarely enforced. So people like Sheik Puji and many other pedophiles will most likely get away with their immoral act, and will probably “marry” more children in the future.

Pedophile ex-diplomat jailed

 

 

Indonesia is changing quickly. I did not get around yet to write a full article about these changes, but as they are relevant, I include here a number of reports from other sources.

A former Australian diplomat was yesterday jailed for 13 years for having sex with two boys, sparking an eruption of applause and song in a Balinese court as he was sentenced.

As the chief judge of the Amlapura District Court, I Nyoman Sutama, read the sentence, William Stuart Brown, 52, trembled with rage, stamped his foot and yelled “bastards!” at the anti-child-sex campaigners and media who packed the court.

The sentence was two years short of the maximum available.

Judge Sutama said Brown was “legally and convincingly proven guilty of committing a continuous obscenity against children”.

Brown, who worked for the AusAid office in the Australian embassy in Jakarta in the early 1980s, had admitted attempting to sodomise the two boys, aged 12 and 14. He appeared stunned at the severity of the sentence.

In the only other case of a foreigner being convicted of sexually abusing children in Bali, an Italian received a 10-month prison sentence in 2001 for similar offences.

The court also fined Brown $24,000 and confiscated his car, worth another $10,000, but returned a brown shirt that was used as evidence in the trial.

In handing down the decision, one of the three members of the bench, Judge Sahat Pardamean, said Brown had done damage to more than just the two boys, who sat in the gallery less than two metres behind Brown while the 2-hour judgement was read.

“The actions of the defendant damaged the image of Bali as a tourist destination and created an image of Bali as a haven for pedophiles,” he said. “It damaged the futures of the victims . . . he was an ex-diplomat, a highly educated person. He’s a teacher, he’s supposed to set a good example.”

Brown had been concerned for months that publicity about the activities of pedophiles in Bali earlier this year would see him punished harshly. When his trial began in March, he held a press conference in Karangasem jail to deny knowledge of pedophile rings in Bali and to play down the severity of his offences.

Professor Suryani, from the Committee Against Sexual Abuse, hailed the verdict as a breakthrough in efforts to combat child sex abuse in Bali although she denied her group’s members who attended the court had swayed the judges.

“For us this is a big breakthrough. This is the first time the court has used the child protection laws [which provide a 15-year jail sentence] and I hope not only Bali but everywhere with children must use these laws.”

Before the verdict, the father of one of the boys, Ida Made Buruan, said he hoped for the maximum penalty for Brown and said his son continued to suffer the effects of the assault.

Brown had admitted attempting to sodomise the two boys at an isolated beach in January, but insisted he stopped when they resisted. He also admitted taking about 20 young boys to the beach in a utility and to kissing and touching them.

His lawyer, Ketut Suwiga Arya Dauh, said he would consult with Brown before deciding whether to appeal the judgement.

Australian consular staff have been visiting Brown in prison and say he has been bored but was otherwise all right since his arrest in January.

A paradise for pedophiles

Australians continue to prey on children in Indonesia, despite the arrest of a confessed offender, Mark Forbes reports.

They are “more beautiful than flowers” says Peter Smith of the Indonesian boys whose photographs adorn the walls of his Jakarta home. As young as 11, he lured them to his house with the promise of money and work, made them pose, masturbate, then requested sex.

Dirt-poor children who scrabble for a living on Jakarta’s streets, the faces of the boys abused by Smith still look achingly young, but there is no petal-softness left in their eyes.

According to police in Jakarta, more than 50 Indonesian boys have been abused by Smith, who was convicted for molesting his Aboriginal pupils in a remote Northern Territory school in 1994. On release from jail he changed his name, received a new passport and came to Indonesia, where he was employed as a teacher by the Australian Government-established and supervised Indonesia Australia Language Foundation.

There, Smith struck up a friendship with a fellow teacher, Don Hancock, who was also accused of pedophile offences while teaching in Australia.

An investigation by the Herald has confirmed Smith and Hancock had sex with some of the same boys, producing explicit photographs and videos. Two victims say that a third teacher who had been associated with the language foundation was also involved.

Their activities are far from isolated. Because of incompetence, a lack of interest or corruption, Indonesian authorities often turn a blind eye to pedophile activity. Some cases may be prosecuted by under-resourced police, but there are no co-ordinated investigations into wider pedophile rings.

Australian authorities have notified Indonesia that at least a dozen other alleged pedophiles present a threat to Indonesian children – but no action has been taken against them. Warnings have not been passed on to local police, or the institutions employing them.

Increased public scrutiny and the recent arrests of Smith and a second Australian, Don Storen, who was running a beach resort on Lombok, have made the trade more surreptitious. But for Australians and other pedophiles who prey on poverty and ignorance, children are easily available.

In Jakarta one phone call can summon a broker, who presents a photographic menu of youngsters for delivery to homes or hotels for less than $50. On the holiday islands of Bali and Lombok the Herald was offered boys and girls as young as 13 by pimps working the streets of seaside resorts, and children reeled off the names of several Australian “regulars”.

Indonesia: Pedophile Found Hanged

William Brown, a former Australian diplomat, was found hanged in his prison cell in Bali, apparently a suicide, a day after he was sentenced to 13 years for sexually abusing two teenage boys on the resort island. When the court handed down the sentence, Mr. Brown had reacted with rage, shouting and shaking his fist at the judge, while spectators cheered. He served as an Australian diplomat in Indonesia from 1982 to 1984, and retired in 1996 to live in Bali.

Australian pedophile jailed in Indonesia

DENPASAR, Indonesia — An Australian man was sentenced to eight years in prison in Indonesia Thursday for having sex with under-aged boys on the resort island of Bali. Philippe Robert Grandfield, 61, had paid 12 teenaged boys below 18 years of age for sexual favors, Denpasar district court judge Frida Aryani said.

“It’s been proven clearly and convincingly that the accused deliberately persuaded his victims to carry out lewd acts with him… and he committed those acts with under-aged boys,” she said. “He will be sentenced to eight years in jail.” Prosecutors had asked for 12 years.
